Trump has repeatedly stated that he is waiting with pen in hand as soon as they come up with something. Does everyone understand that Congress and the President are two different branches of government?

although the answer is no. it's not really his fault though. tax power is congressional, not executive

Why Trump's executive order didn't kill Obamacare

Many thought Trump's executive order earlier this year was the first step at a quick repeal and replacement of Obamacare. That wasn't the case.

Essentially what Trump's order did was direct federal agencies to minimize the financial burden of Obamacare across a range of groups, including states and insurance companies.

They were looking down the barrel of another defeat and they needed the Black Racists to turn out in droves to avert it.
