Outside of the government they have nary a clue of how things are in terms of who's the bad guy and good guy and how they are seem around the world.

The previous passages detail the very severe shortcomings of NK artillery, but they have a LOT of tubes. Even ty artillery, fired slowly, with a lot of duds, would drop enough to kill a lot of people, if they chose to do so, which, in the case of a war, would be certain.
