The military already did in the 60's.
They tried various methods of seeding clouds with diff minerals to remove water from the air where low pressures were beginning at sea in the Caribbean. Trying to transfer heat energy back to the water from the air. Kinda funny. Obviously failed. I know there are some theories out there arguing that since global temp has risen it has actually caused more wind sheer blunting frequency of full formation.

The wind shear isn't higher globally. It's been higher in the Atlantic basin since the "active" period from 1995-2010 ended, causing a lot of weak storms to stay weak and significantly less major hurricanes in the Atlantic basin since 2010.
But the Pacific has been MORE active since we've switched AMO/PDO phases. So it's a trade off, nothing global
