Kim is trolling the out of Trump. Don has been threatening N. Korea with tough guy bluster for months. Kim even tested missiles on the 4th of July which was no accident. It was his way of telling Trump to shove his threats up his ass. This is all for show anyway. If Kim ever tried to order a real missile strike one of his generals would put a bullet in his head before he even finished the order for self preservation.
