    That's not NY law. NY law wouldn't override a cons utional power. The pardon power generally only applies to federal offenses and not state ones. NY wouldn't need an anti-pardon law to enforce that, and NY wouldn't even be authorized to pass some magical anti pardon law.

    Im aware Trump cannot pardon state crimes. I have posted that before. NY has their RICO statute and that specifically is what Manafort will be rounded up in. There.
