He's definitely capable of b/u QB duty, but like others have said you basically have to tailor your offense to gimmickry, just like Tebow. I think a lot of people forget that Harbaugh and Roman created a "pistol" formation offense for him that hadn't been seen yet. After a year/year 1/2 of game film it/he was ineffective. We're talking about a guy who eventually lost his job to Blaine Gabbert--before this social charade ever started. I think the beef some people have with him was his timing. If he pulled this act when he was on top it would still be vilified, but the message would've resonated greater, imo. When he did it he was a scrub who was fast-losing playing time, endorsements, and the spotlight--so it came off as a desperation move to get back the attention he lost. He doesn't come off as genuine at all, either. This is the same guy who tried to date-rape a chick with molly in Miami, and also had a SC special on his collection of 500 pairs of Air Jordans(a killer in the black community). So, questionable morals/priorities + precipitous NFL decline = recipe for disaster. Again, this was all before the Anthem protesting.
He absolutely deserves to be riding the pine on some NFL roster instead of black-balled (no arguments there), but who wants that distraction now, especially as it's crescendoing? He's not good enough for anything more than a few spot-starts, and the media would be clamoring for him to start on whatever roster he was on, making the QB situation a ticking timebomb, and ultimately cause distractions and divisiveness in the locker room. From a business perspective, who wants that risk? As an owner it would be a no-win situation since you'd be bringing in a limited player with lots of baggage...and let's be honest, the people that are genuinely behind Kaepernick can't afford to go to the games, so they do nothing to positively affect an owner's bottom line.
As for the teams with serious QB issues, some are due to injured starters and the others (most of, anyways) are content to suck this year because there'll be a LOADED QB draft class in 2018.

I never pretended that there was just one variable. In fact that's been my main point. There are people who act like the only variable leading to kaepernicks unemployment was his level of play. My argument against those folk has been exactly that there are more variables in play.
In a vacuum, his play would warrant at least a backup spot. The second variable, his political shtick, pushed it over the line
