Flynn wouldn't make a deal over one single charge. Lying to the FBI is probably the least damaging charge he has.

Good advice, but Starr thought Hubbell knew more than he actually did and failed pretty hard when he tried to hit him with additional charges. Chances are pretty good Mueller and Co. know this history.
