Yes. Otherwise you'd have to draw an impossible line as to when to go to court and when to execute on the spot.
i know it's not a reality to expect such a policy but it'd be nice. however, i get where you're coming from. we've discussed this before but yeah, as much as i'd love to see people executed on the spot, who are like the man in that video, it's not a realistic option and would lead to a slippery slope.
