When and why did the "two shots" chant become a thing

Maybe he's a great dude, but as a PA announcer, I don't like him, at all. He's boring AF and his girly "threeeeee" is obnoxious. The 2013/14 Finals opening presentations were a s of what they were in 1999-2007.

Stan Kelly (Alamodome - 2008) was a solid 9/10. His last year, he was a 7/10 though and regressing.
Kevin Brock (2008-2012, filled in for Kelly a few times in like 2006) was a solid 7/10
Brock's replacement when he got cancer in 2009 was a 2/10
The 2013 guy was a 2/10
Sanford is a 3/10 at best.
