There's no provision for background checking if you're not a licensed dealer. I cannot just call your info in and get a BATF check done on you. Do you wish I could?
Who here would prefer a system where your rights can be taken away simply because any random individual filed a report on you, without due process?
There's already the TRO that does some of that. What about someone saying you're mentally unstable? Should you lose your rights without adjudication?

I'd propose that only an FFL holder can buy and sell guns, but you want everyone to be able to submit a form 4.
