The dossier says he was in Prague for meetings with Russia, just like Carter Page was, but Cohen's role was much more active.
That is the leg of collusion that would meet most people's definition.
Mueller happened. Hard to run these things down, but when you are the FBI, you have certain advantages over gumshoe reporters.
