Reg. at 37,039. “Rather than leaving the issue to argument and misunderstanding as to whether the new matters are included within a vague category of ‘related matters,’ the regulations clarify that the decision as to which component would handle such new matters would be made by the Attorney General.” Id.9

    The judge already said Mueller is probably within his scope. Rosenstein can back him up on that since he's the one who can say what Mueller can and cant go after.

    I'd say he's pretty safe. It would be a rookie move by Mueller to not have cleared the Manafort case with Rosenstein.

    the judge in manafort's civil action determined it was within the scope, iirc. TS Ellis is the judge in the criminal matter. i think we're still waiting on a decision/order on that front

    judge told Mueller to send him that full non-public rosenstein memo which outlines the scope of his investigation. that was good enough for the civil judge, we will see what judge ellis thinks. not sure how long it's gonna be till that ruling
