Lebron and PG-13 more likely. L.A could offer up Deng and Lonzo + 2019 and possibly even their 2021 picks for Lebron.
Lebron, if he were to opt in, would allow the Cavs to trade him to L.A and would allow acquire the 3rd overall pick in last year's draft, to go along with their 8th pick + 2 future 1st's for taking back Deng to start their rebuild. If not Cleveland, Phoenix or Atlanta might options too.
The Lakers would be able to clear the decks and once they sign PG-13, they would have Hart, Kuzma, Ingrim, Lebron, George, Zubac and whomever they take with 25th pick (7 players for $78.1 million, $83 million with the six roster holds). With the rest of the money, they would need a starting PG and Center, re-signing Isaiah Thomas and going after Dedmon would probably be their best bets. To fill out the rest of the roster they could bring back Frye on the vet min, as well as bringing in Jeff Green, and maybe Nerlens Noel on a cheap deal.
Their isn't a lot of rotation caliber players that they could get on affordable deals but maybe Belinelli and/or another ring chaser would leave money on the table to ring chase.

No. Lebron is not eligible. Player must be in his 8th or 9th year and be with the team that drafted him or have been traded during his rookie contract as well as the performance requirements.
