Because they were never going to trade to the Lakers. They didn't want him in the West, specifically team up with Lebron in LA to form another superteam.
Sure, it may still happen next season, but it wasn't going to be by their hands. A lot can happen between then and now.
The Spurs were making requests from the Lakers that they knew they would refuse.

Funny how Kawhi was a "system player" according to the national media when he was a Spur, but now that he was traded, he is going to account for so much insofar as losses and wins.
Had he gone to LA today we would have to listen to this 10x from the national media.

True. Reasonable assumptions are he wanted out of SA and to be in LA. The idea that his agent and uncle were not seeking what he wanted is a less realistic scenario. Not to mention the idea that somehow he didn't realize that he was holding out and instead was working diligently and was ready to play.

I know I've seen it before with other transactions but what is the legality behind waiving the physical to obtain a player?
Don’t know if nba has any rule about physicals, but with $20mm on the line, Toronto won’t be able to buy insurance on him.
He is literally either going to be great and lead them to 60 plus wins. Or be hiding in NY with his Uncle. It is 50/50..
Maybe I need to re-word my question can an NBA trade go through with a player failing a physical and/or can the physical be waived so the trade goes through?

If simmons and dedmon formed a cliche with KAwhi its the same as PArker and Manu wanting kawhii to carry them to a ring. They all wanted to be carried. Both simmons and dedmon left in part because the spurs would not push out manu and gasol and give the minutes away. It would not surprise me if kawhi took a side. But any wise person would see they are all blood suckers but at least, parker, manu and gasol paid their ing dues.
Teams can waive the physical requirement in order to push trades through (Funnily enough, Raptors did it with Mourning trade), but I don't know if a team has ever waived the physical after a player has failed a physical. I think the Thomas/Irving trade last year was temporarily held up because the Cavs supposedly thought about voiding the trade due to failed physical on Thomas's part, but I don't think anyone confirmed that Thomas had indeed failed his physical. Subsequently it was seen as the Cavs trying to improve the terms of trade ex post facto.
Also, I don't think failing a physical in this sense is exactly like how a normal person would fail a physical. I think even if something comes up as a concern, if the team decides it was within the bounds of a trade (such as a disclosed issue when trading an injured player, etc.) the player doesn't fail a physical. Practically speaking, I think players officially fail a physical only if the team wants to void a trade and found something.

I wonder if there wasn't any more to that...maybe Pop and RC actually did not want to trade Kawhi to Brett so they made outrageous demands that the Sixers fanbase would be upset about...that is, give Brett a cover for not getting Kawhi...after what they went through (and know about Kawhi and his uncle), I can't imagine Pop and RC would have wanted someone like Brett to deal with that headache, particularly given the turmoil and expectations with the Sixers...
Could be, makes sense. Could also be spurs wanted a legit star/difference maker as part of the deal. Potential & upside wasn't good enough which would of been the case with Fultz. Another angle by keeping the demands high, Kawhi wouldn't get one of his preferances. It was reported he would consider the sixers maybe longterm aside from LA.
