James Bond can be black (it was a quota casting, but it's still totally possible for Bond to be of any ethnicity).
But Heimdall is a norse/Viking God so it doesn't really make sense to cast a black dude.
I'm not complaining though , Elba did a great job as Heimdall

If they did an Indiana Jones reboot and cast him as a black guy from Haiti, then maybe i’d get the virtue signaling argument. But considering the entire Bond franchise is full of non-continuity and recasting of the le character, how is this possibly anything but casting a terrific British actor?
