    Noteworthy is that Willkie was an advocate for aid to the Brits "short of declaring war" (whatever that meant), whereas the party leaders in Congress were isolationists.

    FDR was the popular president. He was the one who had the intel and political capital and bully pulpit. I don't believe for a second that he was hamstrung.
