I'm not convinced the whole investigation hinges on a FISA warrant. At most, it would preclude certain evidence from coming up in a potential trial.

What does the prosecutor needs to prove?
- That there was an attempt to tamper with the election (if there was no attempt to tamper, then there was no conspiracy)
- That Russia was one of the co-conspirators attempting to tamper with the election
- That there's a nexus between the person and the Russian side that's directly related to the conspiracy.
The Russian indictments cover the first two, that's why they're important in a collusion case. It's actually 2/3 of the case.
