91-96 is the golden era in my opinion. Late 90's to early 2000s were pretty bad, save for Em, Jay-Z, NaS, and Outlast.
The pre Kim-ye Kanye was good enough to help carry rap till Cole, Kendrick and Drake took over.

I enjoyed Nas and Jay-Z. But in 2000 when Cash Money and bling rap took over I forever lost interest. It seemed my interest and playing Basketball coincided with Rap.

My original post already mentioned Jay, Nas, Em, and Outkast being the best rappers of the 97-04 era. Before Kanye came out. That era was otherwise forgettable in large part because of Ja Rule, and 50. That was when pop rap really became a thing; Jennifer Lopez had a number 1 rap hit with the "I'm Real Remix"![]()

As a whole, that era of rap is a low point. Master P, Ja Rule, Juvenile, Nelly, etc.
Also, DMX is ing terrible, I know he sounds cool and has street cred, but the dude put out tons of garbage.
His roller coaster work and Rudolph cover are high points.
Eminem has said on many occasions he's the GOAT too. I wouldn't put too much emphasis on what he says, tbh.
To me the only two GOATs candidates are 2pac and Emin3m. When you talk about the GOAT of something people have to know about said GOAT. People that don't even have a clue about the thing that is being discussed but have at least heard the name of the person involved.
People that have never watched a tennis match, have heard the name Federer. People that don't like golf, know who Tiger Woods is. Folks that don't care about soccer recognize the names Maradona and Messi. Not to mention MJ (both MJs), Ali, The Beatles, etc.
Rap is minuscule in Argentina, almost non-existent, yet my 80 years old grandma has heard the names Eminem and Tupac. Same can't be said about guys like Jay-Z, Nas, Biggie or others.
By that logic NSYNC and Taylor Swift are the GOAT music acts
