yes. states have their own laws.
but states aren't sentient beings with opinions. one state one vote is an absurd concept. the "state" represents the will of its people. by having the senate, you are telling us that some people's will matters less than others.
but in the end its in the cons ution and so we're stuck with it. amending it certainly isn't going to be feasible because republicans/conservatives will oppose it to preserve political power despite the patent inequality/injustice it produces. having more political power now is more important than any of that stuff
By having straight popular vote you are letting 5 or 6 states tell the other ones to off. The compromise is the glue that holds it all together.
