not sure if the original definition of the phrase went beyond just infrastructure and material differences. but i do think that, the modern neoliberal economy has spun out of control- economies of scale, consolidation, and automation are destroying the planet and making things cheaper, so that workers can be paid less, so that fewer and fewer people/families/groups concentrate more money, more power to buy themselves more time at everyone else's expense. the corruption is rampant everywhere, capitalism and sustainable development are apparently fundamentally incompatible. Even taking out languages and proximity to friends and family, its hard to identify more than a few countries that are really attractive places to live in, where you can have some faith in the political class to work for the greater good instead of whoring themselves out like most do...

Well I'm not current on every single country out there, and if you look deep enough there is a skeleton in every closet... But if I could choose any place to move to with my family, I'd look at Canada, new Zealand, maybe Norway , finland... They at least seem to have functional ins utions and less corruption than their neighbors
