He was POTUS when he commanded that the pullout be completed by a specific deadline, even if that deadline existed before he took office. He has the right to change it. So if Trump gave a deadline instead of an abrupt command that usurped the authority of Mattis (and ignored his counsel), then Mattis probably goes along with it even if he disagrees.
