    exactly, that's ludicrous. people don't even go to jail for dodging state income taxes, especially if you live out of the state. (Don't mess with the IRS, though.)     Agreed. And I haven't looked at the wording of the law; but if it's based on the billing address, then that's not even skirting the law.
