Chlorine cannister bombs have been used in the overwhelming majority of recorded chemical attacks on Syrian citizens during the civil war and were used at Douma.
It beggars credulity to blame all these attacks on the opposition to Assad.

Here's what the Intercept article you posted says about the attack on Douma:

But neither of the articles you cited concludes the attack was a false flag. There is the tweet by the guy who says he can prove it was, but so far that's just hand waving.
