Different evidentiary thresholds apply. No probable cause is needed for CI investigations.
I doubt there was any lack of probable cause, given the prevalence of the Five Eyes, but even if there weren't, that would be no impediment.

but just jogging my memory, the only time i felt there was any actual jeopardy was after he fired comey because imo that smelt of obstruction. and then the reports later that he was considering firing mueller. i thought those were the behaviors of either a guilty or a scared man.

I understand it Mueller is working on two tracks. The criminal track as I understand it relates to at least two angles: Russian activities related to the 2016 election, and (possible) obstruction of justice by DJT. All of it subsequent to the CI investigation.
If you think there's no good reason for Mueller to consider obstruction of justice or prosecute Russians for participating in American political campaigns, you're either a very dense person or a tragic case of motivated reasoning.
