His job was to investigate. The DOJ and Congress, if necessary, should be the ones to indict based on the report.
During the course of the investigation, he found other crimes, and as is his duty, he referred them for prosecution.

It's hardly unheard of for CI investigations to forego prosecution because information required for conviction would compromise national security.
Just spitballing, if in fact a foreign country had compromised high officials in government, revealing that we knew might endanger ongoing countermeasures, intel methods and personnel.
His job was to investigate. During his investigation he didn’t find any illegal activity between Trump/Trump campaign and Russia. If he had he would have prosecuted, just like he prosecuted for the crimes he did find. I don’t know what’s so complicated about this, tbh.

Actually, not necessarily, because that information would be part of the report, and Mueller is done with it.
