Seems like every year the same teams are in the lottery and they never get out. Tanking and drafting in the lottery hasn't been an effective strategy for a lot of teams.

it is enough to look at the last 5 drafts: who picked who, and which player developed into a legitimate starter (no need to pick a bench warmer, obviously, as it is easier to just call up a mature player from Euroleague or a jungster from G-league). Several were not picked by lottery teams.
And some lottery teams picked in the lottery losers like:

2017 Fulk, Ntilikina, Smith Jr, Monk
2016 Bender, Dunn, Papagiannis, Valentine
2015 Okafor, Hezonja, Kaminsky, Cameron Payne (that was hilarious)
2014 J.Parker, Stauskas, Vonleh, McDermott, Warren

In the same drafts, were picked out of the lottery (1st round only):

2017 J.Jackson, J. Collins, J.Allen, Kuzma, D.White, J.Hart
2016 Beasley, LeVert, Siakam, Dejounte
2015 Nobody of significance (what a poor year that was)
2014 Nurkic, Capela, Bogdan Bogdanovic

Good organizations (with some luck) draft better. The same organizations that win consistently.
Bad organizations draft poorly, and are perennial lottery teams (unless they sell the house to short-term rent Harris and Butler and lose on the first rund anyway)

This season and last season are different if someone named Kawhi Leonard doesn't quit on the team. Let's not kid ourselves. Kawhi put this franchise in a bad position by quitting on them and demanding a trade. You also have to consider the season ending injury to Murray. Kemba Walker doesn't go for almost 40 points tonight with Murray guarding him.
