He's allowed to try to prevent it's public release. Certainly he can make a case about in court, and I suspect he will.
Right, and that's what he's going to hang his hat on. What's likely going to happen is Congress is going to subpoena it, then there's going to be an ensuing court battle over it.
They could also subpoena Mueller to reveal pieces in order to mount political pressure over it.
In other words, it's gonna be a protracted court battle over this, and it's unknown whether it's worth it or not. One thing is sure: Barr's word is not good enough, at least, for Democrats.

It's just not really realistic to try to hide it either, tbh.... especially if it has some damning info. As I said previously, it's only a matter of time until it becomes public. Either through a leak or the next Dem administration.

Legally, it's actually quite interesting on how it could develop. While the DOJ is the branch that would pursue any criminal cases, it's part of the Executive branch, and a conflict of interest would be unavoidable. On the other hand, the Cons ution grants the House the power to investigate to impeach, so it's likely they'll make the case that they should have authority to decide at least on that aspect, even if there's no criminal accusation. Remember Mueller was the independent investigator, but the DOJ claims no independence.
And, frankly, the Dems should double their efforts against Trump, tbh... that's something that get their base excited, so I don't foresee that changing.

William Barr Can’t Exonerate Donald Trump
Despite what the attorney general’s letter to Congress states, his argument clearing the president of obstruction goes against established law and is profoundly dangerous.
Barr’s reasoning should not be accepted, because it sits squarely at odds with settled law and amounts to an attempt to pre-empt Congress’ cons utionally assigned role to determine if the president has committed high crimes and misdemeanors.
Barr also indicated that Mueller found evidence that the president may have obstructed the investigation but did not reach a conclusion on that issue.

That is simply not the law. Proof of an underlying crime is not an element of an obstruction charge, and individuals are regularly charged with obstruction without facing criminal liability for an underlying offense.
