According to what Barr has expressed so far, the investigation left the decision to the DOJ as to whether the evidence of obstruction of justice were worth pursuing criminally or not, which implicitly means there was some evidence of potential criminal wrongdoing.

Barr deemed it was not worth pursuing those cases. I believe that's what that means.

If I heard it right, Mueller's four page summary made note of the report not exonerating Trump. However, it seems to me that exoneration is the purview of a judge or jury and not an investigator. I think he put that in there to soften the blow to snowflakes and more importantly to him to take some of the heat off of him.
