The cuts were in the oligarchy's budget handed to Trash. I believe him when he says he had no idea about the SO defunding. Trash doesn't know , and doesn't care unless he imagines it hurts him.
A President's budget is mostly ignored when the House actually starts spending, and the Dem House will certainly ignore Trash's suggested budget.
But Trash's budget does show how the oligarchy wants to pay for its tax cuts: on the backs of the non-oligarchy, esp the poor, unhealthy, disabled, old, non-white, students, teachers, non-male.
