In other words, the difference between those who want to increase immigration and those who want to decrease it currently lies within the statistical margin of error. The percentage of those who want to keep immigration at the present level has stayed constant over that time. The last time support for increased immigration climbed that much in so short a time was between 2011 and 2014, during a debate over a major reform bill in Congress. Although the pro-reform side did not convince Congress to liberalize immigration law, they may have changed the minds of many Americans.
