mueller never "knew that there was no collusion or obstruction"
manafort sentencing wasn't until 2019. cohen's testimony to congress wasn't until 2019. those were both pretty big events in the context of the special counsel's investigation. they're not going to prematurely announce investigation results while matters are ongoing. that would be stupid, like comey's comments just before the election.

When were Cohen and Manafort interviewed by Mueller? How many times was sentencing pushed back in each and when did that start occurring?

i dont recall how many times, if at all, manafort's sentencing was pushed back or what reasons there were. i know Flynn's was pushed back time and time again because of continued cooperation. dont recall with manafort. also, their interviewing of Cohen isn't the only thing thats relevant. his congressional testimony was material and they cited to that extensively in the obstruction portion of the report.
