The One Party government of '16 didn't close the loopholes because they actually know most illegals contribute positively to the economy and don't want any trouble. Their primary, generations old mission is to send money back home. Illegals working cheap outside the umbrella keep prices on a host of commodities low.
Americans don't really want reform, because that would mean disaster for businesses and consumers alike. Their representatives understand that even if the cons uents who voted them in don't.
This is exactly why the BP is NOT equipped for the detainment of these transients. Their job description quite practically, is catch and release in 80-90% of cases. The increased deportations are mostly making of examples. Through scare tactics, overly brutal law enforcement and the inevitably aggressive media coverage, the majority feel strongly encouraged to count their blessings in the shadows ... just like the ones who came before them.
These people coming in droves with children and posing as families to help get across don't understand the big picture any better or clearer than the citizens north of the (kind of) Wall. They romanticize the Land of Opportunity without realizing our leaders on both sides fully oppose most of them establishing themselves as normal everyday Americans.
