The POTUS has a completely different role. He's supposed to govern for those that voted him and those that did not. All America, not the non-Baltimore America.
I don't know why people play mental gymnastics to try to excuse that behavior, regardless if themselves personally think Baltimore is a hole or not.

I've been there too, and even if we agree on that, neither of us have to govern over them. People don't vote politicos to tell them how the situation sucks, they already know. They want solutions.
That's why the off-the-cuff stuff is really beneath the office he holds, and does absolutely nothing to improve the lives of those in the alleged hole.

Evidently the people of Baltimore trusts the leadership that they voted in there to fix that hole. And if they don't, they'll vote them out. That includes the POTUS.
