Well, to be fair then you'd have a riot and probably dead reporter/policeman when they run out of provisions.I think every reporter, every police car I've seen cruising around should be stocked at all times with at least water. I don't think that's too much to ask.

Probably need to establish some rules of engagement, i.e., if you are looting and are caught and refuse arrest, have firearms and brandish you can be shot.

Try downloading the file to your desktop and directly pointing at it in Winamp (or dragging and dropping the file to your playlist).
