Probably one of the most maddening realities that we are seeing today. It's pretty obvious the federal government, despite all its BS studies and plans and practice exercises, still isn't ready for a tragedy like this.What's so sad is that for years they've known that this was going to happen, and they knew that they didn't have the resources to deal with it, and still nothing was done. They knew they weren't prepared, and it shows.
Nobody even had the foresight to build up enough high ground somewhere to put a command center that would not itself be devastated by the floodwaters. And now we have a situation where a staggering number of people are going to die -- not from storm surge, not from drowning, but from hunger, thirst, disease, and violence days if not weeks after the storm blew through.
Not only is there no central plan, there's really no way to execute one now.
They need to bring in mobile communications equipment from the military, get up some mobile communications aircraft that can relay cell phone messages, etc over NO and south Alabama and Mississippi.
Strap speakers to helos to advise people in the cities where to go for help, etc.
And deploy the NG and police to deal with the looters with a shoot on site order. Any er with a gun running around looting gets capped. Judge, jury, executioner all at once.
The only good thing about the looters is that they aren't doing anything to save themselves, and like Kori said - God has a plan for them. Namely, death in their home city. And to that I say good ing riddance.
If you want to sign your own death sentence, fine, but don't jack with the rescue and police personnel who are trying to save the ones who want to get out.
