Actually, he may have. I have to check the rules on signing draft picks. It should be considered a done deal regardless.
All indications seem as if The Hawks are keeping Tavares. It's a done deal like the Splitter deal. Done in all respects except the actual contract hasn't been signed.
Since it looks like it's more than a second round tender deal, they'll have to wait til the moratorium is over.
There is no reason to think Tavares is going to be on any team other than the Hawks.

Well, you said when. You said months. You said he couldn't be traded, implying he had already signed. After editing a post and being corrected about months vs. 30 days, and accepting "if" instead of when, everyone seems to be in agreement.
