That's certainly true. Civil forfeiture has reached a greater magnitude than all reported robbery and theft in the US.
Rigid anti-taxation sentiment also tends to cause overreliance of fees and fines (e.g.,., predatory, extractive pollicing) for revenue.

Defunding police =/= aboiltion of police. That's a common strawman. There are abolitionists out there, from my own interactions it's not my impression they are numerous, ymmv.

Yeah, really. PDs need to be right sized and refocussed on serving public safety instead of policing racial caste and stuffing the municipal coffers with fees and fines.
If a cop shoots an unarmed person they should be tried in a court of law just like you and I would be, but just because there are unjustified shootings doesn't mean all shootings are unjustified, and until there's a legal outcome are you going to reserve judgement or kowtow to social pressure to join the chorus and grab your pitchfork?
Defunding doesn't mean reduced funding. It means no funding. If I declaw a cat I am not trimming the nails.
The term started out as abolishment, and because of how ing stupid it was, instead of just eating the sandwich the left began to shift the narrative to reallocation of funds. That's hardly defunding the police. It's more like how congress pretends they are moving funds from one pocket to another but while you're not watching they'll still do everything they were going to do anyhow with those funds. Defunding would be no funding, let's not pretend words don't have meanings.
The dictionary definition doesn't govern what's happening. In practice, defunding police means reducing their funding. Decertifying PDs is politically nonviable.
Minneapolis did float a trial balloon about decertifying MPD but quickly reversed course.
US police are trained less than other countries, where police are considered professionals and certified vs "just anybody" in USA can be a cop.
