If he thinks those states are screwed up then he should work as president to turn them around regardless of whether they vote for him.
The assistance he thinks they need shouldn't be contingent on them supporting him, he's the president of all 50 states.

Even though Trump separated Mexican families Nazi concentration camp style and says overly racist about immigrants, a huge chunk of uneducated hispanic men are going to vote for Trump because they see a fatass shouting incoherently at rallies and think "Me gusta! Presidente Trump tiene mucho MACHISMO!"

Back when he was caging kids this story did some damage and is one of the reasons why women are repelled by him. As he continues to beg suburban women for their votes, a story like this won't help him any with them.
