Why didn't the legislation address corporations that declare bankruptcy then? It's totally cool when American Airlines declares bankruptcy which ends up with a merger that causes airfare to go up, but for some reason individuals declaring bankruptcy is a huge issue?
Regarding your question - if a credit card company is stupid enough to extend hundreds of thousands of dollars in unsecured credit to someone without the income to pay it off, the credit card company is taking a risk. If you don't want the risk then don't lend the money. I don't think that should change the fact people should be able to use bankruptcy if they're down on their luck and want to protect what little assets they have (i.e. the house they live in).

Yup, the legislation solved a problem that didn't exist. The impact declaring bankruptcy has on your credit score for 7 years was more than enough incentive to keep people from doing it until they actually needed it.
