Well, no, I mean, you could argue on a terror attack there's one or more clearly responsible person(s) to point fingers at for the incident, whereas pointing your finger at those responsible for containing a virus is a little less direct.
But as far as the casualties goes, I don't think people in either scenario wanted to die and are a victim all the same. That's why I don't understand the logic behind it.

Ok, there's a moral dimension to terrorism that infectious disease, as such, lacks. So far, so good.
Unlike 9/11, the US had a bit of warning about COVID-19, we had already seen what it had done to China and Italy. While there was no way for us to avoid deaths from COVID-19, it was -- and still is -- within our power to mitigate morbidity, disability and death. Waiting too long to mitigate and then not developing a national strategy to deal with COVID-19 had a moral dimension too, and those bad decisions have resulted in avoidable death, disability and sickness. On a mass scale. And will continue to.
The WTC attacks on 9/11 undoubtedly partook of evil, but I think DJT's indifference to COVID-19's effect on anyone but himself (something you two seem to share in common) is also a species of evil. The scale of avoidable death and sickness and the fact that they were inflicted on his own country because Trump treats COVID-19 like an obstacle to reelection rather than a public health problem, arguably makes it worse than 9/11.
