Political majorities aren't forever. Trump could be hurting downballot races and the future Republican base in those states instead of racking up easy political points by pretending to care or trying to help a little bit.

7 of the house seats that flipped in 2018 were California seats. No question that Trump not giving a about the 2018 California wildfires played a role in that. This year one of Trump's biggest sycophants is in trouble (Devin Nunes).
The 2018 house elections as a whole involved very little inroads being made by Democrats into red states, the Republicans lost their house majority by losing seats in blue states (CA, NY, NJ, VA all had 3 or more flipped seats).
