If anything I'd make them all charging so I don't reward Harden and Westbrook for carelessly flinging their bodies around while not even trying to make the shot

I'm in for the "Jimmer Rule"
I don't like collisions, and I don't like refs having to make judgment calls. Harden and Westbrook leave their feet early because that's part of the current charge/block rules. If defenders know they're going to get called for a blocking foul, they'll try for a strip or a shot block. Layups, dunks and shot blocks are all more exiting to watch than free throws or turnovers.

Sounds like a good idea. I say that a team must keep a minimum of 13 players and a max. of 15. All 15 players can suit up, thus giving a team with 15 players a 'theoretical' advantage over a team of 13 players. This will be an incentive for teams to sign as much projects rather than play this game of d-league call-up but never really committing to a player.
Unless it's blatantly charging, yeah. Then the four guys in the league that can actually draw a charge will be the only ones that attempt it, and everyone else will go for the shot block or get out of the way. It's so ridiculous watching the TV replay where they're checking to see if the guy's heels are on the charge circle or not, when the point of that circle in the first place was to allow post players to create space without being called when the knocked over a guard under the basket.
