There are fundamental reasons such as poverty and lack of mobility. People in the South are longer rooted where they reside than most everywhere else in the USA.
Are white Republicans in the South really racist? Ya. Are black Democrats in the South really racist? Ya. So is the reason political or other factors.

I've never heard the quote in the OP, but this is the Southern Strategy quote people who follow politics actually know about:

There is a difference between saying "All Republicans are white racists" and "Most white racists are Republican"

There is a very strong streak of white racism/nationalism in Republican rhetoric and policy preferences. Deal.
Not all Republicans are racist but they depend on and do not object to the support of racists to the point where they now cater to them and have become their apologists.
