While that is true, it's also true that a person moralizing about fair wages and labor ethics in the US, then retiring to a country like Mexico and benefiting from the exact same wage imbalance they once condemned is textbook hypocrisy. The retiree's standard of living in that context is built on someone else's lower standard of living. I can see how Mexicans would think relative big money Americans cause problems, since they distort the economy. The locals don't get reciprocal uplift from the exchange rate.
There's some circular reasoning. Illegal is bad, so if anything is made to be illegal it automatically becomes bad. How then can bad laws exist?
