I think Manu is the biggest flopper in the NBA. But more often than not, he's exaggerating the contact to call the foul rather than just flopping without being touched.

Ben Wallace flops a lot too. Dirk flops too, but it's more of a flail like SolidD said. He flails into people hoping to get calls.

I honestly don't care when players do it most of the time. They are just being crafty and trying to get things to go their way. But sometimes, it gets crazy. Like the time when Manu accidentally got bumped by Nazr and he fell to the ground flopping like a fish before realize it was his own teammate who bumped him
