Plenty of Argentines, Chileans, Brazilieans, etc, that have light skin, blue eyes an speak Spanish/Portuguese.
They don't worship the Virgin Mary and statues of saints, though.

'Latino' is short for 'latinamericano.'
In Spain, there are different dialects that are only moderately mutually intelligible, such as Catalan and Galician. In Latin America, almost everybody speaks a variant of Castilian Spanish. Argentine Spanish is the most different from the rest of Latin American because of the Italian influence. They also use a different pronoun for informal 'you.'
'Hispanic' only means anything when contrasted with 'Anglo.' It refers to the language of the culture from which one comes. I am considered 'Anglo' even though I have virtually no English ancestry. This is because I speak English, and my ancestors going back three generations have spoken only English. A 'Hispanic,' by contrast, is somebody who comes from a Spanish-speaking culture (even if they themselves do not speak it).

It is derived from a pejorative term that Europeanized Mexicans used for them, to mock their Aztec accents. Amerindians pronounce the name of the country "Meshico" or "Mechico," and are therefore "Mechicanos."
No, it has been shown. Illegal immigrant groups even stated on the record they would no longer be able to vote with proposed changes! The Oregon's Secretary of State is responsible for enforcing the rules. He doesn't at all. Registering to vote only requires entries on a form, and a signature with address. It is never verified. It is not shown legally to be happening, because there is absolutely zero enforcement. I could go on and on about these things, but even if I take the time to give valid links, you still wouldn't believe me. This is an issue we are fighting here, and making some progress by shaming the officials. It looks like drivers licenses will require proof of citizenship or legal residency soon, but the Oregon legislature is fighting the idea.
Well, my understanding of the terms:
Hispanic; belongs to Spain. Most people in the central or south America's I understand see this term as derogatory.
Latino; Of Latin. I understand this to be the more correct term to describe people south of the border, i.e. Latin America.
Chicano; Of Mexico. This is a correct way to define Mexicans. Only those of Mexico. I'm not sure, but I think it has become to be thought of as a derogatory term.
I believe the term Chicano is actually used for those Americans with Mexican ancestry (Mexican-Americans). A Chicano can be a Latino too.
Latino is a cultural and linguistic definition. On the other hand, Chicano is a demographical and geographical one.

No. Spanish can be understood between the different populations of Spanish speaking countries, because they aren't dialects, but slangs. For people with a good level of education, that wall can be broken even more easily. There are plenty of Mexican TV shows in the Argentinian TV and viceversa.
However, there are some dialects derived from Spanish which are actually harder to understand (eg. Chavacano in the Philippines, Spanglish in the US-Mexican border).
But back to the Spanish language, most speakers with a relatively good level of education can understand each other. In this sense, it's no different than English. Take 2 uneducated persons, one from Louisiana, another one from Manchester and try to make them interact. They'll probably wouldn't understand each other at all.
This is my understanding:
Latino - Person who lives in U.S. who is of Latin American birth or descent.
Hispanic - Person of Spanish-speaking descent (doesn't matter where they live or where they were born as long as their heritage is from a Spanish-speaking place)
Chicano - Person who was born in the U.S. but who is of Mexican descent. (Mexicans born in Mexico aren't chicanos.)
Like I said in my other post, Hispanic is an Anglo word. Not sure what it meant to define.
If you are Latino, it means that you speak one of the languages descended from the Latin language, spoken during the times of the Roman Empire: Italian, Spanish, French, Portuguese and Romanian. There is also controversy whether Catalan, Galician, Occitan, Sicilian and others are dialects or completely different languages.
Agreed, but not everybody sees it that way.
