The Florida state leg has been in session since early March, and DeSantis could have called a special legislative session even earlier if he wanted to. It's no secret that the FL state leg does whatever DeSantis wants; this change to the resign-to-run law could have been done ages ago.
He waited until the end of Florida's legislative session (early May) because he thought it would benefit him to pass a bunch of stupid culture war bills in Florida before announcing when all he did was give Trump a 4 month head start on caving his face in.

There's no way this is going to be over before the election unless Florida just gives up and settles, then he's a big loser and Trump rips his head off. I think one of the interesting subplots in this is campaign financing longer term. Disney simply prints money, there's no scenario where this fatso doesn't end up a big loser, the question is what the cost to Florida's GOP long term is going to be.
