Ian Fleming talked about Bond looking like piano man Hoagy Carrmicael who is white. All the books had cover art, yep, a white guy.

No Bond movie has ever been set in the 50s. A black Bond in 2020 isn't beyond the imagination of normal people.

He didn't write that explicitly in his novels, at least not a description of him as white (again, I may be wrong on this, though I do not think so). Also, cover art rarely showed an actual picture of Bond (I guess preferring to go by the written description, hence why choice words were used to describe him), but rather artistic themes or manifestations of the villains/heroines. Flemming pictured him as Carmichael, but the point of literary work, and also the lack of extreme specificity of description, is for the reader to gauge a measure their own interpretation of the character.
Don't get me wrong though, I would actually prefer a wholly new secret agent, if they went the Elba route. I also think its very doable (see the creativity of Kingsman, even though it was also based on comics).
Being big into books I've seen the James Bond books and yep, there stands a white James Bond.
I'd bet there is something in the books telling us this is a white guy.
I don't see anyone thinking a British Secret agent written back in the 50's was black.
I've always seen him as white, too. Idc either way, with Bond, tbh b/c he was never a huge part of my life. I'm just saying there's a level of merit to making him black, and I don't find it all that big a deal. My issue, mainly, is with any remake for the sake for appeasing a group of people, especially those who have historically been oppressed. I don't think its a form of empowerment, but rather a cash grab. You want a black secret agent? Then make a character unique and relatable for black culture to relate with and to call their own. This is literally just a black Bond.

It's Hollywood if they can take the white James Bond and turn him black then they can have a black British Secret Service agent and have him looking to his hero's exploits for help. Don't all of a sudden try and get real here.
