Shyness should not be judged as a predictor of bad relationships. Often, people will find that shy people are fun to be with just by opening up to them first. They will also find out that the shyness disappears after the initial meeting.
Just talk to the guy when you see him and invite him to hang out. You can even invite your friends at first. The more open you are with him, the more open he will with you.

To be quite honest, I am very shy and telling a girl I like her is really difficult. It doesn't mean I lack confidence, just I want to be sure that the signals are there. My problem, is that once asking I get placed in the "I like you just as a friend" group and that totally sucks. Most guys will try to get to know the girl more before they tell her, but that usually just bites us in the ass because the girl sees us only as a "friend" by that time. So basically , yes, I wouldn't mind if a girl told me she liked me. I thought everything in this society is supposed to be equal, right?What do the men think about this? Happens in LA quite often, not so much in San Antonio.
I wish chicks would walk up to me I'm a super shy and keep to myself person even more so since my daughters mom walk out on me, Mess me up in the head bad.
The only chicks that come up to me are strippers when I have a fist full of dollars.
you should keep it that way son. trust me life is so much better that way. MUCH cheaper in the long run, less stress, etc.

Ladies come up to me all the time. . . Some people have to pay plastic surgeons to look as good as I do. I guess I got lucky being born with such a pretty face, piercing eyes, and sexy hair. The only one I wasn't able to put under my hottness spell was Donna... I'd do anything to roll in the hay with her... but I got to see her boobs once, so I can live with that.

Take it from a shy guy, if you have exchanged stares many times, hes probably shy and approaching him might be a good idea Unless of course he is gay which you said he's not.
