1) You advance knowledge by doing reasearch.
2) To do research you need money.
3) You don't actually care whether that money comes from the Federal or the State government. Stem cells research is heavily funded in the US by State, as well as charities money. More so than elsewhere in the world. It is highly questionable that had the Federal government decided to fund Stem Cells research, California would have put all that money into it. So Bush's decision had limited impact.
4) Even after the Yamanki experiments, the issue is far from over, as there are arguments against iPS=ES cells. You don't actually extract embryonic stem cells, you revert them from differentiated somatic cells.
5) The ethical issues are very relevant, if the iPS -resulting from the reversion- can actually produce a human being. In fact, they are even more dramatic, because one can technically take his own cells, revert them back to embryonic-like, and use them to create another self.
